Compliance Training Video and the Records It Has to Produce
What a compliance module has to evidence beyond being watched, how versioning affects the record, and where the content review belongs.
Compliance training exists to produce two things: a workforce that behaves correctly and a record that can be produced to an auditor. Most commissioned content is designed for the first and improvised for the second, and it is the second that determines whether the exercise satisfies the obligation it was funded to satisfy.
The record has to answer specific questions. Who completed it, when, which version they saw, what they scored, and whether any remediation followed a failure. Of these, the version question is the one most often unanswerable, because content is updated in place and the record simply says the person completed the module without identifying which module they completed.
That makes versioning a production requirement rather than an administrative one. Each release of a module should carry a version identifier that appears in the record, and superseded versions should be archived rather than overwritten. When an auditor asks what a particular employee was told in March, the organisation needs to be able to show them exactly that.
Assessment is what converts viewing into evidence of comprehension, and the distinction between comprehension and attendance is frequently the entire point of the exercise. A check tied to the specific behaviour taught, with the question testing application rather than recall, produces a defensible record. A completion tick produces evidence that a file was opened.
The question design matters for the record as much as for the learning. Asking what the module said tests exposure; asking what an employee should do in a described situation tests understanding. Cheng et al. (2023), examining the benefits of asking students to make an instructional video of a multimedia lesson, clarified the learning by teaching hypothesis, and the underlying principle, that producing an answer strengthens retention more than recognising one, applies directly to how these checks should be written.
The content review chain in regulated areas is different from a normal approval and should be established before scripting. Legal, compliance and the relevant subject matter function each review for different things, and their objectives sometimes conflict. Reviews should happen at script and storyboard stage rather than after production, because a required change to what may be said means rewriting rather than re-editing.
The claims discipline used in regulated marketing applies here as well. Building the script alongside a table mapping each statement to its source, the regulation, the policy, the procedure, turns the review from an argument into a check and gives the reviewer something to approve rather than interrogate.
Accessibility is a compliance matter in its own right in many contexts, not merely good practice. Zheng et al. (2022) found that adding subtitles to audio visual material assists comprehension, and Zahedi and Khoshsaligheh (2021) showed through eyetracking that subtitle length and line count affect where viewers look. For a workforce spanning several first languages, a module delivered in one language has not reached part of the population it was required to reach, which is a gap in the record.
The cognitive design should follow the same principles as any instructional content, because a module nobody absorbs produces a compliant record and a non compliant workforce. Beege and Ploetzner (2025), studying learning from interactive video, examined how design and cognitive load influence what learners take from video material, and Ludwig et al. (2026) found that instructional design and cognitive load affect knowledge acquisition. Short modules, one objective each, demonstration over explanation.
The maintenance obligation is the one that outlasts the project. Regulations change, procedures are revised, and a module that has become inaccurate is worse than no module, because the organisation is now on record as having trained its people incorrectly. Building modular content with the changeable specifics isolated, and scheduling an annual review, is what keeps the library defensible rather than merely present.
